carb butterfly spring loaded?

carb' s back on the bike. i can see through all of the
holes in the jets and they' re all back on and put back
together. looks like the little pilot jet may have been
blocked slightly on the main and the little tiny holes on
the sides blocked. one thing, it's a kei hin carb, and
the butterfly is not spring loaded. is this right? there's
a metal long tab on the side, when i twist this, the
butterfly does not spring back. can anyone advise on
this?

can anyone confirm if their butterfly snaps back ie is it spring loaded or are the kei hin carbs not with the spring loaded butterfly? thank you. i dont' have another one to check it with.

If I remember correctly, there's no internal spring, but there is one attached to the arm in which the throttle cable is fixed.
(You can see the little bent wire over the butterfly in the picture)
