nuetral issue and throttle cable question

i am restoring my first st70 and cant figure out how to insert throttle cable into the carb and also this is a 3 speed auto however i only have nuetral if i hold the shifter up? is this normal

ok figured out the throttle but cant find neutal in this three speed auto lifan 125 figure this out the chain was too tight
