cf70 restricted?

just brought myself a 1982 cf70 I've read everywhere even here that the power output is ment to be 5.5hp (4.1kw). How ever my bike is stamped with 3.1kw, im assumung this is so it can be ridden as a 50.

anyone know if it is restricted or what/where the restrictor is if there is one?
