Hi and low beam

Hi all
This is my first post and it’s for a bit of help
I have completely re build my Honda Dax st70 but I am stuck on the last bit I just can’t get the low beam
to work I have changed the switch for one with
a horn in the horn is fine but just can’t switch
between high and low.

First thing I did bought 4 new bulbs even put the
original back in and wired the old switch back in
Still no luck first click small bulb comes on all good
Second click nothing until I put the high beam on.
