If the price is right, buy it and then sort out the VIN issue!!
Most of the ST's I've come across have their VIN numbers stamped into the frame on the LH side just in front of the chainguard.

Hi
THE FRAME NUMBER IS STAMPED INTO THE FRAME JUST ABOVE THE CHAIN GUARD OR THERE MIGHT BE A NUMBER ON A TAG ON THE HEADSTOCK
You will then need to contact a guy that Blue knows who can run a search to see if it has ever been registered and what its registration is,if it has you can apply for a new log book no hassle if it has not you will need a dating letter from Honda or leicester motorcycles for the year of manufacture, then you need to get it MOT'd, then insured on the frame number and then finally checked by the DVLA who will issue a registration for the correct year.
I am just going through this process for a 1969 ST50 I am rebuilding from scratch
Regards Tufty
