Down pipe heatshield mounting

Hi,
I have a Honda ST70 on an N plate, runs ok after problem starting with slipping kickstart - I think this is due to the oil I used - will change for some 10W40.
My real problem is the small 'rattling' heat shield covering the exhaust down pipe, there is a clamp but nothing to clamp round as pipe diameter is much smaller. I was considering some 'gum gum' bandage - would this work?
